Study On The Shiping County Minority Intangible Cultural Heritage Protection And Inheritance From The Perspective Of Good Governance

An important task about the state governance of modern proposition has been brought forward for the first time at the third session of 18 th China's Communist Party.The culturebuilding has been listed on the agenda.Intangible cultural heritage that follows the beginning and ends of the human society improvement and development is called a “living fossil” and the collective wisdom of human being.And there are extremely abundant value of the Intangible cultural heritage,such as historical value,cultural value,medical value,economic value and so on.Now,a great number of countries advocate to safeguard and develop the Intangible cultural heritage as a precious wealth of human social development.Protection and inheritance of non-material cultural heritage has become a major culture-building of Chinese strategic initiatives and has been listed on the agenda.The paper divides into five chapters.From a perspective of “good governance”,the current work of the Shiping's Intangible cultural heritage protection and inheritance of the problems for the generalization,and give some own opinions and suggestions.The first chapter is the basic category for this article studies.The chapter mainly expound the connotation of the rule of law,good governance and the composition of the minority cultures and value.To discussed the relationship between the rule of law and good governance.To compiled the national minority cultural viewpoint of the core leaders since the establishment of the People's Republic of China.The second chapter is in the view of good governance,inherited and protected of the intangible cultural heritage of ethnic minorities.The good governance is the governance of rules.The key is the government,society and individual is collective management.The core is rule of law,which combined manners,moral and other governances to co-governance.Meanwhile,to discussed how to develop ethnic minorities culture protection and inheritance work.The third and fourth chapter is for the Shiping's intangible heritage protection work,problem analysis,and gives some own opinions and suggestions.In these 2 chapters,the author analyzes and studies the current situation and problems existing in the intangible heritage protection work of the Shiping country,from government,school,enterprises and masses.Than I put forward their own views and opinions as possible.So I hope that the protection of the intangible heritage work can achieve good governance is the ideal state.
