Research On Collaborative Governance Of Intangible Cultural Heritage Protection In Zhangye City

Based on personal work and study experience and practice,taking the protection of intangible cultural heritage in Zhangye city of Gansu province as the research object,based on the cooperative governance theory perspective in public management,through the methods of literature review,questionnaire survey and in-depth interviews,aiming at the current protection and inheritance status and cooperative governance status of intangible cultural heritage in Zhangye city,this paper finds out that there are many problems,such as many contradictions and conflicts at the management level,few participants,low degree of cooperative governance,lack of incentives leading to difficult inheritance and development,etc.The author attempts to use the cooperative governance theory to explore the establishment of a "government-market-society-individual" multi-subject cooperative governance framework for intangible cultural heritage protection in Zhangye city under the condition that the government's leading position in intangible cultural heritage protection remains unchanged,i.e.to put forward specific paths from three levels:internal coordination of local government,horizontal coordination of local government,and cross-border coordination between local government and market,society and individuals.Local governments should increase the assessment weight of intangible cultural heritage protection,match relevant funds,issue protection measures,and straighten out the relationship between management agencies,etc.In the aspect of horizontal coordination,local governments actively prepare for or participate in the Hexi Corridor,the Silk Road Intangible Cultural Heritage Protection Alliance,the Zhangye City Cultural Center Alliance and other camps,and strengthen inter-regional academic discussions and exchanges.In terms of cross-border coordination,first,in terms of top-level design,the administrative departments should raise the awareness of intangible cultural heritage protection,issue local protectionpolicies such as "Measures for the Protection of Intangible Cultural Heritage in Zhangye City",strengthen inter-departmental coordination and improve the governance system;The second is to establish and perfect the participation mechanism of intangible cultural heritage protection in terms of participants,and to get through the participation paths of enterprises,experts,educational institutions,social organizations,the public,etc.Third,in terms of incentives and guarantees,we should actively broaden financing channels,carry out mutual benefits,attract social organizations and private capital to enter the field of intangible cultural heritage protection for investment and development,and carry out spiritual and material incentives for intangible cultural heritage protection to achieve a bumper harvest of social and economic benefits.Fourth,in creating a social environment,we should give full play to the media's role of publicity and supervision,improve the enthusiasm of non-genetic inheritors and workers,improve the public's awareness and identification with intangible cultural heritage,and form a good atmosphere for the whole people to participate in the protection of intangible cultural heritage.
