The Belt and Road initiative proposed by President Xi Jinping since2013 was warm welcomed by countries along China.Especially in the transition period of the Central and Eastern European countries which have expressed their willingness to actively carry out pragmatic cooperation with China.After several years of cooperation and development,China and Central and Eastern Europe,with the help of the "16 + 1" cooperation platform and The Belt and Road,have achieved close economic and trade cooperation and carried out in-depth cooperation in various fields in the economic field.National infrastructure construction,investment cooperation in the field of deepening,agriculture,chemicals,machinery and other aspects of communication have been strengthened and have achieved a comprehensive human multi-level and multi-field development.Although the relations between China and the Middle East have been improved and further strengthened,bilateral cooperation mechanisms have been running well,but the basis of bilateral relations-human communication is still subject to many constraints,facing a variety of challenges.In this context,the study of human and cultural exchanges between China and Central and Eastern Europe has a strong practical and theoretical significance.The paper is divided into five parts.The first part expounds the background and significance of the cultural exchange between China and Central and Eastern Europe and analyzes the relationship between China and Central and Eastern Europe,it also analyzes the relationship between China and Central and Eastern Europe.This part has discussed the research status and the content of the paper and research methods.In the second part,the history of China and the relations between China and Central Europe and Europe were described in the cold war period influenced by the Soviet Union,the end of the Cold War,the transition period of the two sides,the first ten years of the 21 st century and the new starting point of the cooperation mechanism.Analysis of the current factors affecting the relationship between the two countries are the vigilance of Western countries,the internal and external challenges in Central and Eastern Europe,the Ukrainian crisis caused by security concerns,by the international situation and public opinion changes.The third part defines the concept of The Belt and Road and cultural exchange,and explains the relationship between The Belt and Road and the humanistic communication.The fourth part,with the Czech and Chinese cultural exchanges as a case,has discussed The Belt and Road under the Chinese and Central and Eastern European cultural exchange challenges.This paper analyzes the difficulties in the cultural exchange between China and the Czech Republic,and also analyzes the difficulties in the cultural exchange between China and the Czech Republic.From this case,it analyzes the factors that affect China's cultural exchanges between China and Central Europe: The impact of cultural and cultural differences on the humanities,the impact of technical factors on the humanities exchange;analysis of the challenges facing the current cultural exchange: The Belt and Road is still in the exploratory stage,there exists cooperation mechanism Challenges,the impact of geopolitics on The Belt and Road.The fifth part puts forward the suggestion of promoting the cultural exchange between China and Central and Eastern Europe under The Belt and Road,and builds the community of interests from the platform of "16 + 1" cooperation platform,strengthens the operation of the existing cooperation mechanism,innovates the three levels of innovation and communication mechanism-CEE cooperation mechanism,while consolidating China-the basis of cultural exchanges between Central and Eastern Europe.
