In the 21 st century,one of most remarkable main industries in the world is cultural industry,especially when it becomes a new growth point of modern economy,it has gradually turned into the backbone industry in the economic development of many countries,which has gained great attention of governments of various countries.Nowadays,cultural industry in many countries not only accounts for a large proportion of gross domestic product(GDP),but it also has a prominent contribution to economy.More importantly,cultural industry not only plays an important role in the national economic development,but can effectively promote a series of other related industries as well,becoming the leading industry in the economic development.In recent years,through the cultural system reform,China has expanded the scale of its cultural industry,in order to obtain the dominance of the global market of cultural industry,enhancing government's support for policies and regulations.Cultural industry of Korea began in 1998,not earlier than China.After the Asian economic crisis,Korean government has a new understanding of cultural industry,establishing it as "the strategic key industry in the 21 st century ",and actively promoting and clearly putting forward medium-term and long-term plans for the development strategy of cultural industry.Both China and Korea are implementing the government-led cultural industry policies,and there are departments in charge of cultural industry in the government institutions.Also in every stage of the industrial development,governments have played great parts.Although both China and Korea have similarities in the strong backings of cultural industries,due to the different state systems which lead to different industry development histories and trajectories,hence there exist many differences.This paper,based on the comparisons of the relevant policies and legal systems of cultural industries in China and Korea,discusses the development process of cultural industries in both countries,studies their development characteristics,furthermore,through a comprehensive comparison and systematic analysis of the support policies and relevant laws and regulations in the development of cultural industries in China and Korea,and proposes ideas and suggestions on cultural and industrial development of the two countries according to their specific national conditions.
