Research On The Choice Of Policy Tools Oriented By Cultural Industry In Gansu Ethnic Areas

The development power of cultural industry in our country mainly comes from the innovation of system and policy.Governments apply various policy tools to stimulate the cultural demand,to adjust the industrial structure,to promote the cultural consumption,to standardize the cultural market,and to promote cultural innovation,the cultural industry has now become a powerful engine of economic growth.In recent years,our government have successively promulgated a series of policies and regulations to promote the cultural industry of minority areas,but got very little effect,to realize the policy goal of developing cultural industry,the policy should be effective executed,as the main policy practitioner,the power of government is mainly reflected in the selection and use of cultural industrial policy tools.Cultural industry policy tools means that the government takes certain measures to develop cultural industry,it clarifies the direction and principles of cultural industry under the government intervention,an important means for the development of cultural industry that can reflect the government's will and desire.On the basis of existing theories,from the perspective of theory of policy tools,we selected the policy tools that the Gansu ethnic region government promote to develop cultural industry as the research object,by analyzing the evolution of China's cultural industry policy tools since the reform and opening up,we built a classification framework and selection model of cultural industry policy tools in Chinese scenarios.Through the investigation of the cultural industry in Gansu ethnic areas,we visited the relevant departments and units and widely collected literature,found the policy demand and summarized the status quo,on the base of the cultural industrial policy tool selection model,found the current problems existing in the cultural industry policy tools in ethnic minority areas in Gansu province,and analyzed its influence factors.At the end of this paper,the author puts forward some suggestions on the optimization of the cultural industry policy instruments in Gansu ethnic minority areas from the three different kinds of policy tools.
