Research On The Construction Of Tianjin City Culture Indicator System

In 2012,the report of the 18 th National Congress of the Communist Party of China pointed out that the cultural strength and competitive power is an important symbol of national prosperity and rejuvenation.We should promote rapid developments and all-around flourishing of the cultural industry and cultural services and ensure both social benefits and economic results,with priority on the former.In 2014,the government work report made it clear it is important that promote the healthy development of the cultural industry,finally to build China into a modern cultural power.China has put forward the strategies "promote the development and prosperity of culture" and "cultural power".Those two strategies bring a new historic opportunity for the development of city culture.As an important carrier of national image and strength,how to improve its cultural competitive power has become a seriously concerned issue to policymakers and city management.To establish the system of city culture index helps determine the explicit city positioning,excavate favorable cultural resources for urban development and increase urban connotation,enhancing urban cultural strength.In 1986,Tianjin was included in the list of national famous historical and cultural city by the State Council.Due to the special historical reasons,Tianjin has created a unique style with both Chinese and Western,ancient and modern.Being rich in historical and cultural resources,the development of Tianjin's cultural industry presents a good trend,but compared with other first-tier cities there is still a gap.Therefore,it is of great practical significance and theoretical value to establish the city culture evaluation index system of Tianjin.In this paper,based on perspective of sociology to define the meanings of the city,culture and city culture.From the three aspects of cultural life,cultural production and cultural ecology,this paper studies the urban culture of Tianjin,and establishes the index system of Tianjin city culture with the construction principles.Using Delphi method to select indicators after the scoring results of three times,and finally determine the indicator system frame.Based on this,using the Analytic Hierarchy Process(AHP)to calculate judgment matrix in pairs,through consistency test,determine the weight of each index.Based on the indicators system we use Gray Correlation Analysis,compared with Beijing,Shanghai,Chongqing,Tianjin as the breakthrough point,we analysis the factors in the model,worked out Tianjin city culture has a low correlation,providing a scientific and reasonable basis for cultural development in Tianjin.Finally,this paper puts forward some suggestions to improve the city's cultural strength.
