| The emergence of public cultural service is the result of economic and social development;it indicates the culture requirements of people.Influenced by the trend of social development,the citizen’s demand of culture and their attention on the cultural rights are increasing.The cultural rights together with political rights,economic rights are regarded as one of the essential human rights.In this new period,the study on equalization of public services is conducive to the construction of new service-oriented government.Meanwhile,it can promote the building of a harmonious society,and speed up the plan for achieving a well-paid society in an all-around way;make sure that the cultural rights of citizens are guaranteed.The plan for promote the basic public service equalization of “Thirteen five”,which is published by General Office of the State Council,indicates that governments of all levels need to implement the criteria for the service and direction of public culture,and local implementation.Guided by the requirements of citizens,governments of all levels should carry out a public cultural service in a menu-typed and order-typed way.This aims to expand the government purchases on public cultural service from social force,and facilitate the standardization and equalization of the basic public cultural service and the national fitness basic public service.The culture of ethnic minority is an important part of the culture of Chinese nation.Recent years,the cultural of ethnic minority is challenged by its development and inheritance.Some ethnic minority culture is disappearing.In Inner Mongolia Autonomous Region,one of an ethnic minority area of China,the development of public cultural service and increasing demand of spiritual civilization cannot follow the high-speed developed social economy.The public cultural service in there is still unequal.Local governments still facing some problems like the multiple ethnic features and the dispersive regions when they provide the public culture services.Therefore,this thesis is of significance in exploring the equalization of public cultural service in agriculture and pastoral area of Inner Mongolia Autonomous Region.This thesis contains five parts.The details are as follows:The first part is an introduction of the research background,research methods and the significance of this thesis,and including the innovations and shortages of the research.In this part,the author of this thesis summarized the current researches on public service and public cultural service from domestic and abroad.Meanwhile,the three supply modes of public cultural service are introduced.The second part explained some relevant theories and concepts.The theories adopted in this thesis are: new public service theory,the equalization of the basic public service theory,the public products theory,the urban and rural integrated development theory,etc.In terms of the previous research results,the author of this thesis defined some related concepts like culture,public culture,public cultural service,the equalization of public cultural service,and introduced the principles of the equalization of public service from the perspective of this research.In the view of the statistical yearbook of Inner Mongolia in past decade,the third part introduced and analyzed the dynamic trend of the public cultural service in Inner Mongolia Autonomous Region.The current states of the equalization of public cultural service in Inner Mongolia are introduced.Besides,this part also described the current implementation situation of public cultural service,which is a necessary part of the “the ten coverage” project in agriculture and pastoral area of Inner Mongolia.The fourth part is the case analysis,which based on the investigation of Tuquan county of Inner Mongolia.By adopting the comparative analysis method and field observation method,this thesis combined the contents of public cultural service in the “the ten coverage” project.Taking the evaluation assessments of public cultural service,which published by the General Office of Inner Mongolia Autonomous Region as the reference,this thesis also analyzed and explored the single indicators of the current state of the equalization of public cultural service in Tuquan County.By the analysis of the general trend of equalization of public cultural services in Tuquan,which calculated by weighted summation,the author also points out some existing problems in the equalization of public cultural service in Tuquan.The fifth part indicates some suggestions for the existing problems,which is based on the analysis of the public cultural service investments and the resource occupation of public cultural service for per people in agriculture and pastoral area of Inner Mongolia Autonomous Region. |
