Research On The Realizing Mechanism Of Equalization Of Public Culture Service In China’s Urban And Rural Areas

With the rapid development of society, culture as the soft power will directly affect China’s modernization building process. Back in June 2007, the CPC Central Committee made it clear to “effectively protect people’s right to watch TV, listen to radios, read books and newspapers, conduct public cultural appreciation and participate in mass cultural activities”. However, rural residents, under the effect of “urban-rural dual structure”, become vulnerable groups accessing to public cultural services. For this phenomenon, the Party and government have conducted repeated meetings and put forwards equalization mechanism of building urban and rural public cultural services, so as to achieve equalization development of public cultural services. But the equalization mechanism proposed at this stage has fragmented construction with no system and cannot achieve system operation. Based on this condition, this paper attempts to construct a continuous linked equalization mechanism system, focusing on three dimensions of coordination, development and sustain ability, for the sake of achieving the goal of equalization in urban and rural public cultural service.The article firstly mainly through documents research summarized the connotation of the equalization of public cultural service and reached the initial conclusion that in the process of promoting the urban and rural cultural service, the proportion of financial investment is expanded and the construction of cultural infrastructure is strengthened. Secondly, it analyzes the reason why the rural cultural service lags behind the city from five aspects, which are spatial segmentation, institutional barriers, lack of mechanism, poor mechanism and lack of awareness. For this, it creates a equalization mechanism system which consists of coordination mechanism, multi-supply mechanism, evaluation and response mechanism, technological innovation mechanism and factor input mechanism. Coordination mechanism adjusts the relationships among the subjects. Multi-supply mechanism guarantees the effective functioning of the system. Evaluation and response mechanism guides the improvement of the system. Factor input mechanism determines allocation efficiency of the system. Technology innovation mechanism optimizes the system operation mode. Once again, from the perspective of the cultural mechanism, the supply and response that culture offers the subject, the evaluation, participation of the cultural subject, cultural technology, and factor input coordination, as well as the law supervision and guarantee; from these five aspects, to further improve the equalization of urban and rural cultural service. Through rational operation of the entire system, it tends to achieve equal starting of multiple subjects supplying public cultural services and equal rights of citizens’ enjoying public cultural services. Narrowing the development gap between urban and rural public cultural services and promoting its coordinated development will be achieved.
