An Empirical Study On The Construction Of Public Cultural Service System Demonstration Area In China

Culture is an important source of national cohesion and creativity.Building a modern public cultural service system is an effective way to meet people’s cultural needs.In order to build a modern public cultural service system,since 2011,China has successively carried out four groups of demonstration areas of public cultural service system,which have invested a lot of human,material and financial resources.However,some of the demonstration areas have achieved little success.This paper selects Jiujiang City as a demonstration area of public cultural service system for empirical research,in order to solve the problems in the construction of demonstration areas in China and promote the further development of the construction of demonstration areas of public cultural services.This paper reviews the basic situation of the construction of the demonstration area of the public cultural service system in China.Based on the data obtained from the investigation and research on the construction of public cultural service system demonstration zone in Jiujiang City,this paper takes Jiujiang City as an example to comprehensively summarize and analyze the problems existing in the construction of public cultural service system demonstration zone in China by the method of investigation and literature research.This paper points out that there are four problems in the construction of the demonstration area of the public cultural service system in our country at present:the imperfect construction system,the extensive construction process,the low construction efficiency and the lack of sustainable power.The main reasons for these problems lie in the weakness of the public cultural awareness,the lack of strict process management,the lack of facility maintenance and talent management mechanism,and the pluralism The construction level is low and the construction enthusiasm of the demonstration area has declined.Based on the experience of Jiujiang City,this paper holds that the following measures can be taken to promote the construction of China’s public cultural service system:first,to improve the system construction,the government of the demonstration area should improve the establishment plan according to local conditions,improve public cultural awareness,improve the financial investment system and mechanism,etc.;second,to implement the construction requirements and strengthen supervision,including The third is to strengthen the facilities operation and talent management,including the joint efforts of cultural venues,strengthen the construction of cultural digitization,and improve the construction of talent team;the fourth is to accelerate the construction of "culture+",attach importance to the inheritance and protection of intangible cultural heritage,improve the multiple participation mechanism,and strengthen the construction of "culture+" Media publicity and communication between demonstration areas,etc.Finally,this paper makes a general summary and outlook of the research,hoping to break the bottleneck of restricting the development of the demonstration area,and make more effective demonstration areas appear in the motherland,so as to realize cultural benefits for the people as soon as possible.
