Basic Public Cultural Service System Present Situation And Developing Direction

The public culture serves as the spiritual and cultural support for the great rejuvenation of the Chinese nation.Both the Party Central Committee and the state council all attach great importance to the construction of public cultural services.Since the 18 th national congress of the CPC,the overall public cultural services development environment in China has been improved greatly.Especially since the release of Opinions on Speeding up the Construction of a Modern Public Cultural Service System in the Third and the Fourth Plenary Session of the18 th Central Committee of the CPC,the governments at the grass-roots level has been released from the consolidated cultural service pattern,and started to build basic-level public cultural services with local characteristics.Thus,the great development and prosperity of socialist culture have been promoted while facilitating the standardization and equalization of local cultural services on one hand,and on the other hand,the contradiction between urgent cultural demand and unmatched cultural infrastructures is further highlighted.After the enhancement of basic-level public cultural services construction,the government builds a great number of cultural activity centers and cultural stations.However,land battles,such as the square dancing auntie's square struggles are becoming more and more intensive,which directly reflects the public's increasing demand for cultural services,the insufficient and low effective utilization rate of public cultural infrastructure.And the fact is that the basic-level governments haven ' t yet built a long-term mechanism of public cultural services with positive circulation,which makes the drawbacks of the cultural service pattern that “runs about in all directions” more prominent.Therefore,the complete construction of basic-level public cultural service system is “ice-breaking” strategy for local governments to provide cultural services.Looking at the overall public cultural services construction at this stage in China,based on the analysis of overseas and domestic research status,as well as the theory of civil culture rights,the public cultural service theory and the theory of equalization of public culture,this thesis gives brief description of each cultural service infrastructure provided to the public by L district,and specifically describes all kinds of problems during the cultural development in L district by literature research and questionnaire survey.According to the specific cultural facilities and institutions and the practical conditions of L district,including historical factors,humanistic feelings and regionalism and so on,detailed cultural service methods are proposed.Finally,by inclusive analysis of shared reasons for all kinds of problems,the scheme ofcomplete and self-development beneficial basic cultural system construction is provided.
