Research On The Construction Of Public Culture Service System In Hebei Province

Solidly promoting the construction of the public cultural service system and ensuring that the people enjoy the excellent and colorful spiritual and cultural life is the spirit of the speech of the General Secretary of the General Secretary of the People's Republic of China on the cultural construction and the spirit of the 19 th Party Congress,and safeguarding the cultural rights and fundamental interests of the broad masses of the people.Important measures are also the urgent need to enhance cultural self-confidence and realize the Chinese dream of the great rejuvenation of the Chinese nation.In the report of the 19 th National Congress of the Communist Party of China,Comrade Xi Jinping emphasized that socialism with the principal contradiction facing Chinese society has evolved.What we now face is the contradiction between unbalanced and inadequate development and the people ' s ever-growing needs for a better life,among which the people's demand for spiritual culture is also one of them.Strengthening the construction of public cultural service system is conducive to enriching the cultural life of our people,disseminating excellent culture,promoting socialist core values and safeguarding the cultural rights and interests of the people.Especially after the promulgation of the Law of the People's Republic of China on Public Cultural Services Guarantee,it provides the basic legal basis for perfecting our cultural legal system,improving the level of legalization of public cultural construction and promoting the cultural governance ability of governments at all levels.At the same time,it also provides legal protection for the construction of public cultural service system and the protection of the basic cultural rights and interests of the broad masses of the people.Guided by the relevant theories of public cultural service,this study uses the method of combining network survey with field survey to understand the basic situation of the construction of public cultural service system in Hebei Province.At present,Hebei Province has made certain achievements in the construction of public cultural service system,such as: the preliminary formation of public cultural service policies and regulations;the establishment of a network of public cultural facilities in urban and rural areas;the gradual improvement of financial investment in public cultural services;and the increasing strength of talent team construction.However,compared with the current spiritual and cultural needs of the masses,compared with the objective reality of the rapidly developing economic society,the existing public cultural service system still has many problems: There is still room for improvement in the construction of the legal system and the construction of the talent team in the public cultural service system;the level of public cultural facilities between urban and rural areas and between regions is quite different,showing an imbalance;compared with other advanced regions,The financial investment of public cultural services in Hebei Province still needs to be strengthened;the public cultural service work lacks a long-term effective supervision and inspection mechanism.In view of the above specific situations and problems,the study puts forward corresponding countermeasures from the angle of integrating theory with practice.We should further improve the legal construction of the public cultural service system to provide policy and legal guarantee for the system;improve the level of personnel construction in the public cultural service system to provide talent support for the construction of the public cultural service system;narrow the gap between urban and rural areas and regions in the construction of cultural facilities to achieve the equalization of public cultural services;and increase the level of personnel construction in the public cultural service system.Fiscal investment in undertakings should be strengthened to change the single mode of capital investment;a system of consultation and feedback reflecting the cultural needs of the public and a system of assessment and evaluation of public cultural services with public participation should be established,and the results of assessment and evaluation should be taken as the basis for determining subsidies or incentives.Through this study,we hope to provide useful reference for improving the construction of public cultural service system in Hebei Province.
