Research On The Construction Of Basic Public Cultural Service System In Jingxing County Under The Background Of Cultural Power

The construction of basic public cultural service system is the premise and foundation for the realization of cultural development and prosperity and the strategy of cultural power.In 2015,China promulgated The Guiding Standards for Basic Public Cultural Services(2015-2020),which provides a basis for the construction of basic public cultural services system.The construction standards below the county level are proposed in three aspects: basic service projects,hardware facilities and staffing.Jingxing County,Hebei Province,is a thousand-year-old county with a long history and rich humanities in China.It has certain characteristics and experience in the construction of basic public cultural service system,so it is necessary to conduct in-depth sorting and research.Based on the theory of Marxist social ideology and the thought of cultural construction in New China.Through survey interviews and literature review,the experiences of Jingxing County in the development of basic public cultural service are sort out,including displaying the construction goals by using "schematic diagrams";listening opinions in multiple directions and learning by "consultation" to improve the quality of service;translating into actual action,carry out many practices,improve the execution of services by the "using the method" on the basis of "consultation".However,there are still some shortcomings in the construction of basic public culture in Jingxing County such as insufficient capital investment,incomplete facilities,insufficient content,urban-rural dualization,and inadequate supervision system.Focus on above questions,the government should increase the financial investment of basic public cultural service,raise funds through multiple channels;strengthen the infrastructure construction,including sports facilities and cultural squares;enrich cultural content,including diverse folk activities,frequent cultural countryside;improve executive capacity of government and the quality of the staff,better serve the people;establish the service system that integrates urban and rural areas,narrow the gap between urban and rural areas,promote the development of basic public cultural services in rural areas;strengthen service supervision,and create a good order for the development of basic public cultural service so as to promote the improvement of basic public cultural system of Jingxing County.
