" The bilateral relationship between China and North Korea has a long history, and they have mountains and rivers linked." As early as the Spring and Autumn period and Warring States period, the Chinese and Korean people began to associate. When the Chinese culture was strong and powerful,China had been transmitting advanced civilization to N Korea. The two countries have a long history of communication and deep friendship with many of the same or similar cultural genes.During Qing Dynasty, they inherited Ming Dynasty's tradition and continued to maintain a special relationship with North Korea –which is called “suzerain vassal relations”.China,as suzerain, did not interfere the internal affairs and diplomacy in N Korea as a vassal state, but they kept a relatively independent relationship. But N Korea was bound to report vital events and pay tribute to Qing dynasty every year.As the suzerain vassal state,if there was great unrest or alien invasion in N Korea, the suzerain state would send troops to help get rid of the trouble. In late Qing Dynasty, the suzerain vassal relationship between China and Korea was a model of the tributary system in Qing dynasty. In the mid and late nineteenth Century, with the development of the industrial revolution, the powers of aggression came into the East Asian region, especially the ancient Chinese Empire.Farming civilization of thousands of years cannot fight the modern industrial civilization. After several wars,Qing Empire was defeated and forced to cede territory and pay indemnities, and from then semi colonial and semi feudal society was gradually deepened.Because the Qing government was besieged on all sides, there was a serious border crisis. The Western forces not only invaded Qing Dynasty but also tried to intervene in North Korea.Facing the complex situation, the Qing government defended the frontier to maintain suzerain's status, and after many diplomacies with western aggressive countries they developed a policy “controlling foreigners by foreigners”,urging North Korea into trading with western countries.Through the Western powers' intervention,Qing Dynasty could curb the Russian and Japanese forces. However, with the intensification of the invasion of the Western powers, the tendency of breakingaway from China became more and more obvious when N Korea was in contact with the great powers. Therefore, the Qing government continued to step up its intervention, from the former non-intervention to strengthening the intervention, and strived to maintain the status of suzerain. In this paper I stated the event that Qing Dynasty arrested and released daewongun and from this angle I analysed the change of Qing Dynasty's policy and probed into the evolution process of the Qing Dynasty's policy toward N Korea.
