Zhang Hanying Governance Theory Of The Yellow River

Zhang Hanying is one of China’s famous water conservancy experts and one of the important pioneers and witnesses in harnessing the Yellow River in the 20th century.He has devoted all his life to finding ways and theories to harness the Yellow River.He has referred to not only ancient Chinese experience in this regard but also modern science and technology in terms of water conservancy in the West,accumulating a wealth of basic information on harnessing the Yellow River.He has also conducted a series of hydrographic surveys and experimental studies and has made important explorations and contributions in how to use advanced science and technology to harness the Yellow River.This paper first discusses Zhang Hanying’s possible reasons for harnessing the Yellow River,the formation of the theory,its implications and its practice in China.Then the paper analyzes the impact of Zhang Hanying’s theory of harnessing the Yellow River on the Water Conservancy construction after the founding of People’s Republic of China and on modern water conservancy experts.The paper points out that Zhang Hanying’s theory inherited and developed from Li Yi zhi’s thoughts about harnessing the Yellow River and inspired Wang Huayun in this connection.Zhang Hanying’s theory is scientific,practical,developmental,comprehensive and inheriting.For the first time,Zhang Hanying systematically puts forward the idea of taking the Yellow River as a whole for understanding and governance,taking into account upstream,midstream,and downstream,main streams and tributaries,combining problem-solving and benefits,and authorities concerned cooperating to promote the basin-wide economic,social and cultural development to achieve this multi-objective development.Since the founding of PRC,Zhang Hanying has participated actively in water conservancy construction,and put harnessing the Yellow River theory into practice,making an important contribution to the water conservancy cause,especially in harnessing the Yellow River of China.
