The merit system is an important part of the bureaucratic political system in ancient China and it developed rapidly in the Han Dynasty.In the hierarchical assessment mode,the central government merits the prefectures when the prefectures merit counties and the subordinate officials are merited by their superiors.The merit institutions basing itself on officials' duties and tenure,through upper audit,circumambulate,folk songs report information and other collection channels,merit officials moral conducts and achievements.In accordance with the examination results there comes to lift in the personnel management system.According to the evaluation results,an official will be promoted or demoted,rewarded or punished.From the vertical perspective,bureaucratic merits show different features in different periods of the Han Dynasty.The early Western Han Dynasty mainly focused on the military achievements of the bureaucrats,and gradually transformed into the civil administration.The Western Han Dynasty mid-term merits system approached more complete.The Eastern Han Dynasty due to the game of relatives of the king,eunuchs and other forces to the collapse.From the perspective of horizontal,bureaucratic merits are also different in Inner County of Han Dynasty and Bian County.After studying the examinations in the waiting-for-waiting system in the Northwestern Bound County Region,we can find that the difference in the specific contents of examinations with the inner Nong region was particularly evident,and northwestern Bound County Region focuses more on the military.In the Han Dynasty,the bureaucratic merit system played an important role in stabilizing the society and rectifying the administration of the government.Although there were tricks such as fraud and emperor's listening to arbitrariness,there are also many rational creations such as the contents of the merit,officials moral conduct and achievements.In the collection of merit information,a multi-channel test information collection system has been formed;In the processing of merit results,the ruler links the results of the test with demote and promote;It was inherited by successive dynasties and referential to the modern personnel appraisal system.
