A Study On Corporate Governance,Cash Dividends And Over-Investment Behavior:Based On Manufacturing Listed Companies

Currently,our society have reached a consensus on fostering a culture of clean government, the key content of which isa clean governance culture.Our government used to to deal with corruption from the angle of legal construction, in hope of eradicating the corruption in China by virtues of legal weapons.However, we have to admit that legal measures have its limitation, and the corruption is not effectively curbed, which inevitably arouse further thinking of the public, that for what reason the legal system failed to construct effective defense towards corruption.Actually, we can find out effective ways to curb corruption based from the cultural angle.Culture lays foundation of system construction, in other words, culture gives birth to system. Certain culture willcertainly form a corresponding system.Clean governance culture is foundation of clean governance system, and the construction of clean governance should be completed on the basis of clean governance culture. During the new period, our government should pay more attention to the construction of clean governance culture while the system construction and moral construction are underlined.This article, starting from construction of clean governance, thinks about the construction of clean governance from the angle of clean governance culture and expects to make contributions to clean governance project.This thesis is divided into five chapters. It first summarizes the connotation and features of clean governance culture, which is of great importance to further understand the concept of clean governance culture, then it introduces the theoretical basis for clean governance culture.The theoretical basis of clean governance culture derives from not only the clean governance thought of Marxism, but also the concept of clean governance of China tradition culture.At last, the construction of clean governance culture will exert positive effects on the current society whichin turn give impetus to construction of a clean government culture..The third chapter is main content of the construction of clean governance culture.The construction ismulti-leveled system, including the cultural construction of education,system, supervision and punishment, which make up the indispensable content of clean governance culture.The fourth chapter discusses the defects of the construction of clean governance culture and the reasons.In this part, the article makes detailed analysis of shortages existing in the construction of clean governance culture, such as, lacking depth of theoretical research,atmosphere of clean governance culture,supporting systems, etc., and the appearance of the problems have their own reasons.This part focuses on underlying causes of lack of clean government culture, which is of instructional importance to the improvement of the clean governance culture construction.The fifth chapter suggests reasonable paths for the construction of clean governance culture.The above chapters have already analyzed the reasons of defects, and this part aims to provide targeted and reasonable suggestions, including enhancing education of clean governance culture and enriching the content, drawing on experience from abroad,improving the system construction, etc..
