Incorruptible Culture Of Our County Government Building

Culture of clean government is a crucial part of an advanced socialist culture and also an important element of promoting harmonious society construction. It is also a necessary requirement of building a fine party culture, keeping its organization clean and struggling against corruption. As the county government has a special administrative position and the culture of clean government is part of administrative culture and a necessity of building a service-oriented government, it is particularly necessary and important to foster a culture of clean government in county governments. This essay absorbs research findings from politics, sociology, philosophy and ethics and studies the questions of building clean governments in counties from aspects of theories, practices, history and reality.As China's specially appointed hierarchy, county government links governments between the central and provincial administrations, regional and township governments, towns and villages. It has a more and more important role in the process of administration. The increasing development of economy has encouraged all forms of corruption. The county government is faced with honest questions and shows some weakness in the process of building the culture of clean government. Therefore, it is very necessary to research the current situations of clean government building and study causes from various aspects.This paper first analyzes the necessity of building the culture of clean government in county government. Then it cites Minqing County as an example, in which it studies the ideas and approaches to construction of clean government. Furthermore, it explores the problems and causes in the process of realization of clean government. At last, it draws the conclusion that in order to enforce the culture of clean government it is crucial to cultivate a clean administrative environment and establish a code of conduct and perfect the system. It is also advised to form a tense culture of clean government building and follow the fine traditional Chinese culture. This thesis studies the question from the general to particular and then particular back to general.
