Study On Poverty Of Older Women In Shanghai From The Perspective Ofthe Welfare System

Aging problem is a long-standing challenge faced by the world, a social security pressure problem caused by the increase of the elderly population. Feminization of aging population is under gender perspective, due to a general increase of the proportion of women and the fact that women live longer than men in biology, the world is facing the problem of increasing women proportion of aging population. Currently, many European countries are facing feminization of aging population,they are actively perfecting the welfare system to protect the normal life of older women, particularly in the Nordic welfare state "female-friendly welfare policies" is the most comprehensive area.In recent years, the feminization of the aging population has become one of the important issues faced by our country, particularly the older women in poverty, gradually attracted the attention of the community, elderly poor women has a negative impact on older women themselves on personal aspect, for the social level affect the process of our harmonious society. Analysis of its causes, we should stand on the life course perspective. With gradually mainstreaming of gender equality of domestic consciousness, the traditional "men outside, women inside" family model has been challenged, gender blind in welfare policy have gradually been concerned by the society and people, which laid the ideological foundation for building the women-oriented welfare system, the economy development has built the material foundation of women-oriented welfare system.Taking Shanghai older women for study, a comprehensive analysis of Shanghai’ "Sixth Census" data and other data,from four dimensions of poverty of older women,the tendency of feminization of the aging population, the rate of older women in the industry, the main source of income, the proportion of women living alone, analyzed the status of older women’s poverty,and described the effects of poverty. Based on a broad definition of welfare system to analysis the results of the Shanghai Municipal Government in recent years in terms of welfare policy and the reasons for poverty status of older women in Shanghai, with missing in welfare system were analyzed. Then describes and take some reference of the a better welfare policies-Nordic countries. At last, proposed some suggestions :strengthen awareness of social equality, establish and improve multi-level of old-age security system, adjusting the distribution of maternity leave, properly extend parental leave for fathers,appropriate to pilot implement of the day care policy and improve operational mechanism of Federation to play a NGO characteristics of older women in Shanghai.
