In the United Kingdom, child abuse had not caught public attention or been beheld as a social problem until the end of the Second World War. The turbulent society and the social revolution during the post-war era prepared the bedrock for the emergence of child abuse and child protection. It is the explosive death of Maria Colwell that awakened the public and illuminated them to think about the following questions:Do most British children live safely and healthily? What has British government done for their children? Is it necessary for the central and local authorities to involve in the private life when a child is in potential danger?This dissertation aims to explore the development of child protection in the United Kingdom since 1979 and elaborate the increasing state intervention in the process of safeguarding children. Child in this dissertation refers to a person under the age of 18, a category separate from any other, notably that of adults, and child protection means the laws, politics, professional practices that have been developed to respond to the problem of child abuse. This dissertation begins with the overall introduction of child protection before 1979, traditional child protecting vehicles, heated debate over state intervention and Maria Colwell scandal.As this dissertation wishes to emphasize the state's significant role in child protection and illustrate British government's increasing intervention with child abuse, it divides the remaining parts into three major chapters on the basis of the shifting of British governments and analyses the detailed practices, legislations, and other changes introduced by each government. Despite state interference has its limitations in terms of amateur social workers and low efficient social sectors, and different governments carried out different social policies regarding child protection, they shared a common ground that state intervention plays an important role in protecting children and reinforcing the corresponding policies and practices at both national and local layers is one of their upmost objectives.The last chapter transfers the concern from Britain to China and briefly illustrates Chinese government's development in terms of safeguarding children. China should learn from Britain, richening children welfare sectors, enhancing the quality of service and strengthening valid surveillance.
