Analysis Of Transboundary River In China's Periphery Diplomacy

Surrounding region is the fundamental strategic reliance of China's rise, neighbouring countries are the prioritized direction of China's foreign relations, and periphery diplomacy occupies a primary position in China's overall diplomacy setup. At present, the relationship between China and the majority of surrounding countries is in the best period of history, and China has establishen different types of partnership with most countries surrounding. Meanwhile, in the process of promoting periphery diplomacy vigorously, China is encountering a variety of trouble, especially in specific issue area, which has posed negative effect on China's relations with its neighbours. Here, the transboundary river issue is emerging and performing obviously. As a matter of fact, with the rising importance of water resource and gradual increase of national demand, transboundary river and dipute caused by it has intensified day by day, and has spread to relations between nations. This paper is to elaborate the current situation of China's transboundary river issue, and to analyze the impact on China's relations with neighboring countries, even to propose solutions to transboundary river issue on the basis.For this point, the paper is divided into four parts.In the first part, I will define and characterize the transboundary river, and divide global transboundary river issue into sovereignty dispute, competition for water resources development and water pollution conflict roughly, and analyze the causes of transboundary river issue from physical sense, geopolitics, economical level and legal aspects. Furthermore, I intend to focus on China's transboundary river and issue related, and discuss it in the terms of water allocation, water resources development and water pollution.As a dispute subject relating to many countries, transboundary river issue is bound to affect the development of inter—state relations. In the second part, I define transboundary river issue as the iinterdependent variable, and emphasize its impact on periphery diplomacy, including transboundary river issue has become a flashpoint between China and its neighbors, a focal point on which external forces interfere in the affairs surrounding China, and a constraint point of China's regional economic integration.The problem itself can be transformed into an opportunity to address issue related to the process of settlement of dispute. In the third part, I will focus on the great practical significance of solving transboundary river issue, namely it could promote the effective implementation of periphery diplomacy.Through this, China can reduce negative factors which influence its relations with neighbors, expand cooperation with neighboring countries in terms of transboundary river and other areas.Based on the existence of transboundary river issue, its negative effect on periphery diplomacy and positive values to solve this problem, China should take active measures to deal with it. In the fourth part, I would propose some ways to transboundary river issue, including strengthening mechanisim for the construction of transboundary river management, coordinating the relationship between different stakeholders and doing legislative work on transboundary river.
