A Study On The Expression, Causes And Countermeasures Of Government Intervention Misconduct In The Settlement Of Group Events

Currently, China is to be in a critical period of social transition. As the adjustment to various interests structure and a strong awareness of people's rights protection, the social conflicts are becoming more prominent, group events are increasing year by year as well.Seen from its occurrence situation in recent years, the group events have many characteristics,for example, the overall scale continues to be enlarged, resistance extent for conflict is increasing, and the specific situation is complex and diverse. Government's performance in the settlement process of group events is an important criterion for society and the public to measure its governance ability. In large extent, the group events are derived from people's dissatisfaction with government decision-making, government actions, officials style,secluded information and other issues. They think that the government's speech, behavior and results are not consistent with what they have promised. The reasonable demands expressed by themselves cannot be solved effectively, and the spread of social rumors constantly stimulates the public, the government's negative performance about something, as a result, the group events occurred naturally. In the settlement process of group events, the government faces a severe test and challenge, and the methods that the government properly handles the issues will directly affect the public confidence and support for the government. People have concentrated their eyes on the government, at this time, the words and acts from government will be magnified, if the government doesn't make a response, deal with or eliminate the adverse effects in a timely manner, the government's credibility and governance ability will be seriously affected. The main content discussed in this article is the government intervention misconduct in the settlement of group events.In the settlement of group events, there are three main forms for the government intervention misconduct, i.e. intervention time misconduct, intervention stance misconduct and intervention method misconduct. The specific reasons can be expressed from three aspects. Firstly, it is lack of the crisis prevention and management capabilities to group events settlement, the awareness of crisis prevention is weak, the inadequate management capacity.Secondly, the administrative concept of government is incorrect in the settlement of group events. Limited by the appraisal system of current performance goal, governments tend to focus on the “economic development”. The ways in which it treats the stable attitude are“rigidness keeps the stability”, “money keeps stability” and oppression as the main manners,which cannot effectively resolve the group events. The third is government administrativemisconduct in the settlement of group events, the content mainly explored in this paper is that the information is not public and transparent, and the violent is widespread. Through the analysis of the reasons of government intervention misconduct in the settlement of group events, it purposefully enhances the government's crisis prevention and management capabilities to group events, and changes the government's administrative philosophy handling group events, as well as standardizes the government administration in the settlement of group events, thus enhancing the government's ability to handle the group events.
