The Study Of HKSAR Government Crisis Management Of Group Events

As a kind of certain group behavior caused by various interest conflicts, group events exist commonly around the world, despite of different features. Since HKSAR was handover, the number of rally and demonstration is more than 1000 every year on average, among which only a few caused chaos and disorder. The general public order and society system have not been affected severely. An important reason is that HKSAR government has set up a sound emergency management system when dealing with public crisis such as group events.Firstly, the definition and features of Group Event is expatiated in this thesis by applying the basic theory of crisis management. New features of group event in HKSAR including political demand turning to economic demand, mobilization, organization and interaction with media are analyzed and discussed. Important HK local legal principles for dealing group events are also introduced. In addition, this thesis focused on the HKSAR crisis management principles including keep independent, maximum self restraint, keeping calm on spot confrontation, prevent overuse of enforcement and take decisive measures. Crisis management mechanism of HKSAR such as organization system, precaution measures, management system and post-management system are also examined. By looking into the cases of HK Queen Wharf event and WTO Minister Conference event, conclusion is drawn on the experience of HKSAR government in dealing with group events on the aspects of: legal system, emergency management and positive media interaction. At last suggestions to improve the precaution system of China mainland group events, emergency management and post-management measures are proposed:1. set up advanced views on management of group events 2. improve relevant regulations and law 3. build up precaution system for group events 4. set up and improve the cooperation of various involving departments 5. enhance spot management system 6. set up the post-management system. By doing such, the ability of government to manage group events will be improved to be in line with the object of harmony society.
