The Review Of The Structure On Capacity Of Government’s Response In Group Incidents

At this stage, in a special period of transformation of social structure and economic transition, China is changing the interest structure reconstruction, with the awareness of the public rights, diversification of ideas, interest demands diversification, causing some social conflicts and social issues. In such a complex environment, the government act passively or work inefficient,social conflicts will become more prominent, society will be more turbulent, which lead to group incidents. In addition, some officials’ cadres have many defects, such as weak legal consciousness, the work of lax enforcement, and brute management methods. These problems also intensify the contradiction between cadres and masses, triggering mass incidents.In recent years, China’s mass incidents emerge the status of the rapidly growing number and the increasingly scale, and the violent confrontations degree obviously enhanced, which has become a threat to social stability and affect the normal order of life of the people. Government as a manager who administer social and public affairs has the responsibility to defend social stability, the obligation to prevent and handle mass incidents. The occurrence, development, intensification, and disappearance of mass incidents, also has a close relationship with the strength of the Government Administration.The occurrence of mass incidents showed that government capacity is difficult to adapt to social discontent intensified with the growth of the society needs. The lack of crisis warning, prevention and control capacity, easily lead to mass incidents from brewing to the outbreak ultimately. Group incidents are a challenge to the government’s ability to govern, meaning the authority’s indifference and the loss of the government’s credibility. In the future, the government is hardly to carry out the work and promote the implementation of policies. How to prevent and handle group incidents effectively is great significance thing. Access research literature of many Chinese and foreign scholars, firstly, introducing background, significance, research status of this dissertation.Secondly, giving an account of the definition, the basic characteristics, the type and the influence of the group events, doing the corresponding introduction of the government the ability."Hubei Shishou event and, Dalian PX event," Wukan village event three typical mass incidents, looking for gaps and weaknesses in the Government’s handling of mass incidents, mainly in the following aspects:the lack of administrative ethics; poor expression of the people’s interests; lack of effective communication and consultation mechanisms; government information is not public; lack of emergency management; improper execution method aspects.Finally, chapter four is the core part of this dissertation. On the basis of the profiling case with research questions, according to the way of public crisis governance, this chapter divided group events into three stages:warning, emergency and rehabilitation. Each stage has independent principles and policies. In the early warning stage, the government should establish and perfect the mechanism of public opinion demands, and strengthen the construction of early warning organizations, policy decision and execution, the feedback system. At the same time, government should improve the management of early warning mechanism. In the stage of emergency management, the government should establish independent permanent emergency management agencies. By this way, government can establish the emergency response mechanism and improve the decision-making level of the public service. In this way, government can improve information communication mechanism and emergency legalization, which improves the government’s ability to deal with mass incidents, builds stability and unity, and achieves the purpose of a harmonious society. In the aftermath stage, the government should solve the problems of the masses in accordance with the law, adhere to visits and return visits, and administrative accountability of executives. Government should summarize the experience and lessons of the events, and perfect disposal program in a timely manner.This dissertation puts forward the way of Construction of local government organizations, the construction of laws and regulations, the construction of administrative ethics, and the construction of emergency treatment capacity. By this way, government can achieve the purpose that improves the government’s ability to deal with mass incidents.
