The establishment of the social assistance system of Dalian city has ensured the basic life of urban and rural people, and promoted the sustainable development of economy and the harmony and stability of society. With the Dalian economic system and economic structure, the development of urban and rural areas, the social relief system is further developed and improved, but there are still a lot of problems, which is not only related to the overall social and economic development and urban and rural development, but also the reasons for Dalian city. The fourth part is to propose the new idea of the system reform, which is to put forward the countermeasures and suggestions for the problems of the social assistance system in Dalian.Has been a lot of experts and scholars have carried out a lot of research on the social relief.
