Study On Rural Public Service Supply In Jilin Province Based On Urban-rural Co-ordination

In recent years,the issue of agriculture,rural areas and farmers has always been the focus of our party and country,in which the effective supply of rural public services plays an important role in solving rural problems.With the rapid development of economy and the increase of farmers’ income,the demand for public services is also increasing and diversified.Therefore,the supply of rural public services has been unable to meet the growing demand of farmers.The long-term supply lag in rural areas makes the supply of public services between urban and rural areas seriously unbalanced.To make up for the shortcomings of rural public services and realize the equalization of public services is an important measure to promote the coordinated development of economy and urban and rural development.Therefore,in balancing urban and rural development,it is very important to solve the problem of rural public service supply and improve the level of rural public service supply.This paper mainly explores the supply of rural public services in Jilin Province.Firstly,from the perspective of balancing urban and rural development and breaking the gap between urban and rural public service supply,based on the comprehensive analysis of existing relevant research results,according to the public finance theory,urban and rural coordinated development theory,fairness and justice theory and new public service theory,this paper analyzes the existing practical problems.Secondly,this paper makes a comparative analysis of the supply level of urban and rural public services in Jilin Province,and explores the differences between the two from the four aspects of health care,public education,public culture and social security.Through the statistics and collation of macro data,this paper makes a detailed comparative analysis on the financial input level,facilities and employees of the four parts of public service supply,and summarizes the analysis results.Then,through the comparative analysis of the current situation of urban and rural public services,summed up the problems of rural public service supply,such as the lack of total amount,the lack of financial funds,unbalanced allocation of resources and the imperfect supply system.In view of the actual problems of rural public service supply,this paper further discusses the reasons for the gap between urban and rural public service supply.The main reasons are shown in three aspects: the existence of urban-rural dual structure,the lack of financial resources of the grass-roots government and the lack of ways to express the interests of farmers.Finally,in order to achieve the goal of balanced development of urban and rural areas,aiming at the gap between urban and rural public services,this paper puts forward some suggestions on the optimization of rural public service supply in terms of public service supply system,capital guarantee system and supply decision-making system.
