In recent years, with the fast development of urbanization, city's population is becoming bigger and bigger, city's infrastructure is becoming richer and richer, city's public security problem is becoming more outstanding. Historical experience shows that the bigger the urban and population and the more prosperous the urban is, the more traffic accidents, fires and disease are and the greater the costs are. As a result, urban emergency management is facing an unprecedented challenge. We need to cope with the city safety management problems by IT.The emergency management system is complex since it involves various organizations and business. It mainly used for early warning and monitoring of emergency management, called acceptance, emergency command, coordination and business decision support. But because the scale of city is bigger, the emergency management business become more complex, and the number of involving institutions becomes much bigger.It brings problems that information sharing and collaborative difficulties. It is Obvious that city emergency management problem is no longer just relying on an information system.What more important is a top-level design including strategic objectives, organization and business, information infrastructure and information system,information exchange process, which can keep high efficiency work together.To tackle above problems, this paper gives the top-level design of emergency system based on the DODAF(Department of Defense Architecture Framework). It gives the overall goal, the construction area, business process, data model and application Information System. It integrations emergency business process, by building a unified emergency command center. Combined with the coordinate emergency command system, improving the efficiency of crossed departments work. In addition, this paper establish a unified data standard model, which solves the data sharing problems existing in various departments. It also gives the emergency data cloud architecture scheme, which provide the infrastructure support for business integration.
