Quickly and accurately handling all kinds of emergencies is a key factor in reducing the loss of life and property and improving the level of social governance.The public security emergency plan plays a major role in controlling the development of the situation and stabilizing the mood of the masses during the handling of emergencies.The combination of traditional paper plan and personnel decision-making is inefficient and subjective,which can no longer meet the work requirements of information police in the current era.In order to realize efficient and scientific public security emergency command and dispatch,this paper designs and develops a digital management platform for public security emergency plan based on WEB technology.An emergency plan library,case library,expert database and resource library have been established,centralized management of emergency resources,unified scheduling,and scientific retrieval of plan information and intelligent decision-making rescue plan using CBR+RBR method.The main work and innovations are as follows:Firstly,the thesis analyzes the concept,structure and basic characteristics of the public security emergency plan in detail,sorts out the practical needs of China's public security emergency work and proposes the public security emergency plan management mode covering the whole life cycle of plans,materials,personnel,institutions,knowledge and decision-making.Five functional modules such as emergency plan management,emergency case management,emergency plan intelligent generation,emergency resource management,and organization management are designed.The design and implementation of the digital management platform for public security emergency plans was completed.Based on the WEB development technology,combined with the specific business of grassroots public security,the digital management platform of public security emergency plan was designed in general and framework,which the system requirements analysis and functional design were completed.This system is based on Eclipse platform and B/S mode.It adopts relatively mature and stable Windows+Java+MySQL development structure,combines JavaScript,HTML,CSS,JSP and other technologies to realize the development of the system,and uses HP-Loadrunner professional testing tools to test the performance and stability of the system.Based on CBR+RBR the intelligent generation of the rescue plan is realized.The frame representation method is used to realize the structured processing of the text plan,the core attributes of the public security emergency plan are extracted,the emergency cases are classified and classified,and a complete emergency case library is established.This topic uses CBR technology and K-NN algorithm to complete the search and match of the nearest neighbor cases in the target case and case library,and uses the RBR technology to intelligently optimize the rescue plan.The auxiliary generation of the public security emergency plan is realized.Finally,the data of the search case attribute and the optimization plan are compared,and the data guarantee for the scientific decision-making rescue plan of the public security organ is provided.
