Along with the globalization of economy, information and services, management has become a worldwide activity. As management activities are becoming more diversified and complex, the human resources, material resources and financial resources in the world need to be planned and organized effectively. In order to realize the function of system and improve the management efficiency, the requirements on the structure and operation of the system was put forward. That is why the management mechanism is designed. However, compared with the basic assumptions of "free choice" and "voluntary exchange" in economic, management is accompanied by certain mandatory in general. At the same time, some characteristics may be deprived or restricted to a certain extent, such as autonomy, voluntary and free. This is the difference of "management mechanism" and "economic mechanism", and we need to consider the mandatory and constraint to satisfy the running conditions of the management mechanism.Management mechanism works well with a reasonable set of rules and inherent law. As one of the crucial components, constraint's effective implementation affects the efficiency of management mechanism to a great extent. At the same time, thank to the finite time, space, resources and other factors, the higher requirements of the design of management mechanism are put forward. Therefore, a set of design process of constraint regulation is needed to improve the management mechanism design theory and the efficiency of mechanism. In the field of emergency management, the extreme pursuit of time makes the correct implementation of constraint regulation critical. For instance, the multidimensional distortion in emergency supply chain has been a tough problem for managers. What are these specific problems, and how to solve them? All those problems need a set of reasonable constraint regulation design mode and design method to solve according to local conditions.Based on the analysis above, this dissertation focuses on the constraint regulation in mechanism design, which is one of the seven components in management mechanism. The macro and micro influence of constraint regulation has been analyzed, and the defination of it has been given. Then, by generalizing the classification of constraint regulation, the five basic modes of constraint were designed from five perspectives: changing in the allocation of resources, the deployment of spatial layout, selecting time modes, changing processes and transforming stakeholders' relationship. Based on these, a general designing method of constraint regulation was presented. Next, taking the Wenchuan earthquake as an example, the practical application of the constraint regulation design schema and design method has been analyzed and verified in emergency resource management, which aims to explore the feasibility of the constraint design modes and design method. At the same time, combining with the emergency supply chain, the “Double Blind-Multiplication-Superposition” effect was presented and explained from vertical and lateral dimensions. The effect is not only similar to the causes analysis of bullwhip effect in commercial supply chain, but also the constraint root of supply and demand dislocation between demander and emergency supplies. Then the “Double Blind-Multiplication- Superposition” effect model was raised based on the Kalman Filtering Model. Finally, the strategies of this kind of multidimensional distortion of supply and demand information were discussed in terms of constraint regulation design modes. It is expected to provide a new way of thinking for the management practice to improve the operational efficiency of the management mechanism in the future.
