Driven by economic benefits and fluke mind, vehicle overload, drunk driving, illegal parking and other traffic offenses are more and more common. The basic reason is that nonstandard and unreasonable laws, traffic facilities and management lead to the high costs of abiding by traffic laws and the low costs of violating traffic laws so that people driven by personal economic benefits and time benefits inevitably or even deliberately violate traffic laws. How to reasonably improve and take advantage of the existing traffic laws, traffic facilities, manpower, material resources and other objective conditions to reduce people's costs of abiding by the law and increase people's costs of violating the law to fundamentally guarantee the unobstructed and safe traffic and safeguard the basic benefits of traffic participants under the precondition of ensuring normal social economic development order and people's basic benefits in travel is the priority of traffic management at this stage..When facing the choice of making exorbitant profits or abiding by the law, people always choose abiding by the law or violating the law according to the amount of benefits they can get. When laws bring more benefits to citizens or the society or can better prevent risks to reduce potential losses citizens will choose to abide by the law, so the costs of abiding by the law and violating the law is the internal driving force deciding whether the subject of law-abiding accepts voluntarily the guidance of law. If the costs of violating the law is higher than that of abiding by the law, people will choose to abide by the law; if the costs of violating the law is lower than that of abiding by the law, people will choose to violate the law. If the laws can't benefit the subject of law-abiding, people won't obey the law and the law is possible to be ignored. In the practice of traffic management, the determinant whether traffic participants will abide by the law is the costs of abiding by the law and violating the law. Because constantly raising the costs of violating the law and reducing the costs of abiding by the law at the same time doesn't conform to the basic principles of law or adapt to the principles and requirements of social economic development at this stage, so fully taking advantage of the existing resources, reasonably raising the costs of violating the law, reducing reasonably the costs of abiding by the law and making traffic laws and regulations in line with the basic interests of different departments and traffic participants are the key to solve current traffic management crux.
