Guangzhou 12345 government service hotline is a public service platform of unified regulations and high efficiency convenience,which is the integration of government affairs consulting,demands of people's livelihood, interaction between government and the public,complaints and reports and performance monitoring. Since January 3, 2014,the opening of it provides a unified, convenient and fast channel for consumer rights complaints, illegal economic report,administrative efficiency complaints and so on of the general public.With the improvement of public recognition on the Guangzhou 12345 government service hotline, the requirements on it also increased. As a new product, how can the Guangzhou 12345 government service hotline improve its ability to respond to public demand more effectively and meet the needs of the public better? It is undoubtedly of great theoretical and practical significance to solve this problem for smooth channels of public demands and improve the efficiency of government departments.The ability of Guangzhou 12345 government service hotline responds to the needs of the public has been systematic studied in this paper.A total of four chapters, first introduced the research background and significance, review and summarize the research status at home and abroad, and put forward the research ideas and research methods of this paper. Secondly, this paper expounds the basic concepts of government service hotline and the government response capacity, and then introduces the theory of public service-oriented government and responsible government in detail, and subdivided the constituent elements of the ability of the government service hotline responds to the needs of the citizens. Again, sketches the progress of Guangzhou 12345 government service hotline and then analyze the shortcoming of the capability of Guangzhou 12345 government service hotline responds to public demand:response content generated deviation, response process appear shuffle, response time sometimes delay, response quality uneven. At the end of the paper, the optimization path of capacity of Guangzhou 12345 government service hotline responses to public demand has been put forward.
