Studies On The Equity In Health Care For The Disabled In New Cooperative Medical System

The new cooperative medical system in China(hereinafter referred to as the"NSMS^)in support of the government at all levels has developed rapidly,went smoothly since 2003.After 2008,The new cooperative medical system realizing basic coverage across the country,the farmers’ medical security requirements to get a degree of satisfaction,the corresponding medical burden relief.However,the new cooperative medical system still present "the rich" phenomenon,in different part of the system there are different levels of unfair issues.Especially for the rural disabled this special disadvantaged groups,they remain mired in poverty due to illness predicament,far below the ordinary farmers’ income to support the high health care costs.This paper through literature research method,to domestic and foreign scholars about the new farmers and fairness problem analysis were summarized;Collected by the method of sampling questionnaire about rural disabled family farmers information to participate in the new cooperative medical system,in order to grasp the rural people with disabilities in China medical needs and medical burden of the family;Based on public goods and welfare economics theory,through empirical quantitative analysis method,the new farmers to raise equity and fairness and two analyses four county,Fujian and Jiangxi rural disabled family new farming and fairness,and discover new farming and the problems during the process of implementing;According to the empirical research conclusions and the problems found,puts forward how to further optimize the new farming system.In this paper,the method of empirical analysis on the investigation to the data,found in different areas,different income groups of rural families in the use of medical resources for the disabled,the payment of new farming and premium etc.There are different levels of inequality.Family factors such as human capital,social capital,economic conditions have influence on the new farming and fairness,the new agriculture system existence "the rich" phenomenon,and for this group of tilt strength is insufficient,lack of targeted policy support the vulnerable groups.And based on the above problems,this study to promote new agricultural development,promote new agricultural fair Suggestions are as follows:(1)strengthen policy propaganda of new cooperative medical system;(2)increase financial input to the new cooperative medical system;(3)improve the financing mechanisms of new cooperative medical system;(4)simplify the process of reimbursement of new cooperative medical system;(5)Improve the system of medical assistance for the disabled.Research object of this article is the rural disabled people,the problem is that the disabled family new farming and fairness,literature in this field are relatively scarce,can calls for the social from all walks of life for rural disabled the attention of such a vulnerable groups,can also enrich the theory of health care.In addition,in this paper,the conclusions and recommendations can also for the future new farming and system adjustment or reform provides certain basis and reference.This article,however,in the process of survey data collected is not enough comprehensive,missing some issues which should be attach importance to,cause the study in-depth and comprehensive;Due to the capacity limit,this paper use the quantitative analysis is a bit low,in the empirical research and exploration of space;The last chapter recommendations lack of maneuverability,still need further consideration.Anyhow,hope in the later research,further improve the personal ability of academic research,to consider a problem in all aspects.
