| Corruption known as "cancer of politics", is a general political problems facing all countries in the world, which relates to party corruption is about the movement that national, as to serve the people heart and soul of the communist party of China, has always been the anti-corruption as an important political work. Since the 18 th to xi jin ping as general secretary of the CPC central committee, the serious discipline and punish corruption, the anti-corruption construction to a new height, under the serious situation of the current anti-corruption,reference of the central Soviet area, discusses the current shortcomings in anti-corruption mechanism, summarizes historical experience, in order to beneficial to the current construction of long-lasting anti-corruption mechanism proposed reference is very necessary and important.To curb corruption, Central Soviet Area took a series of initiatives in many ways, such as strengthening the integrity and faith education,with the media of the club and Lenin room to educate, with the carrier of classes and educational courses to educate, and with the platform of report and public trial for warning education; sounding honest supervision form and strengthening supervision effect by inner-party supervision, administrative supervision and public opinion supervision;perfecting legal system for integrity, improving the anti-corruption laws and regulations, improving the trial system, and severely punishing corruption.Characteristics of integrity initiatives of Central Soviet were very prominent, which were in line with the historical practice. Integrity belief education had various forms and a prominent theme, and it attached great importance to the warning education with a significant effect.Integrity supervision had prominent feature and its mechanisms were various from top to bottom. The supervision was timely, efficient and in real earnest. It had diverse supervisors and a high degree of mass participation. In terms of the legal system construction for integrity,it attached great importance to the popularization of legal system for integrity, and corruption trial proceedings were open to public.Our current anti-corruption construction has made great progress, butthere are still some deficiencies in all aspects. In terms of integrity education, it is mainly manifested as singleness in form and content, and it still cannot guarantee the sustainability of education. In terms of integrity supervision, supervision status and effectiveness of anti-corruption are not balance, and the authority of reverse supervision body for mechanism are insufficient, and they lacks interaction with the masses. In terms of legal system for integrity, main problems are lagging legal system construction, unsound anti-corruption laws and regulations,and insufficient enforcement.Therefore, we must continue to learn from the Central Soviet anti-corruption experience to promote the construction of anti-corruption mechanism in depth. We should strengthen education mechanism, be closely linked to the theme of education to serve the people,broaden the forms of education and enrich the connotation of moral education. We should promote mass line educational activities institutionalized and normalized. We should strengthen supervision mechanisms in order to protect people's rights and enhance interaction with the masses. We should seek clear responsibilities positioning equivalence. We should adhere to the principle“grasping the iron to leave signs as well as stepping on stone to leave marks”. We should continue to intensify reverse supervision and strengthen the authority. We should construct legal mechanism for integrity, strengthen field research and use legal frameworks to legislate. We should adhere to the principle of the legal system must be carried out, and use legal frameworks to enforce.Violators must be prosecuted and we should establish a legal authority. |
