Study On The Innovation Of Gannan Central Soviet Area Township Governance Mechanism

On July2012, the State Council issued the "a number of opinions of State Council on support such as the Gannan Central Soviet Area revitalization and development", the comments made efforts to resolve the Gannan Central Soviet Area livelihood issues.Revitalizing the Gannan Central Soviet Area development is the basis to further consolidate the party, and promote the construction of a harmonious society. Since the founding of New China, the central government has attached great importance to the economic development of Gannan Central Soviet Area. But due to historical reasons and a variety of subjective and objective factors, Gannan Central Soviet social development still lags behind. As the most basic level of the township government, the revitalization of the Gannan Central Soviet Area construction inevitably plays a very important role. But the mechanism is still difficult to adapt to the township government economic and social development, so the township government must accelerate innovation of mechanism. This thesis consists of five parts:The first part is the background and literature review at domestic and aboard. Domestic and foreign scholars systematic study on the township government mechanism in different angle, which is mainly concentrated in reform of the problems in body、way and channels, but there is no conclusion in the existence or abolition of the township government.The second part is the concepts and theoretical basis of the township government mechanism, including governance theory, the new public service, chief ecological theory, collaborative governance theory, and so on.The third part is the basic situation of the Gannan Central Soviet Area township governance mechanism. This section contains the history change of township governance mechanism led by the Communist Party of China. According to the characteristics of township government in different periods, it summed up five stages. Through research and analysis, combining the actual situation of Gannan Central Soviet Area, founding four problems existed in the governance institutions, models, regimes and goals.The fourth part is mainly about the influence factors about the reform of Gannan Central Soviet Area township government mechanism by the method of system analysis, namely the resistance factors and dynamic factors. The reform of Gannan Central Soviet Area township government mechanism must have the guidance and support of the central and local governance’s policy and using for Soviet area original outstanding cultural and the advanced system of domestic innovation practice. In addition, by the investigation of the reform of Gannan Central Soviet Area township government mechanism, I find that the main influence factor to restrict the innovation of Gannan Central Soviet Area township governance mechanism focused on the original governance mechanism, human factors, corresponding social organizations and other governance body are not involved in the governance.The fifth part is mainly about the analysis to the difficulty and important point about the innovation of Gannan Central Soviet Area township government mechanism and the way to improve the efficiency of the reform. Finding the important breakthrough by study of the current innovation focus and the vision for future and combining with today’s biggest difficulty encountered in system innovation. Then I put forward the corresponding suggestions combining with the political, economic, cultural and social resources of Gannan Central Soviet Area. It includes restructuring institutions, further transform government functions; Strengthen the material and technical support; Straighten out the government relationship between the superior and the subordinate; Making full use of the historical resources, actively learn from foreign advanced experience and practice.
