The drug price is always an important thing about the welfare of people.From the Word wide,the distortion of drug price is always exist,the problem about “bloated price” and “low price” of drug price appear.Before June,2015,The drug price of our country is a form of cost-plus pricing-oriented,and the price is made by considering social cost.This way has a major disadvantage,the quality,safety,effectiveness and so on are difficult to consider completely in clinical value;the average cost of social is difficult to quantified,which is checked depending on the cost approved by medicine enterprise themselves,without the specific supervision measure.On the impel of benefit,the enterprise always raises cost for more profit.The ratio of production cost in drug price is lesser compared with intermediate links,intermediate links is more,cantango and markups are the one reason of the drug that is staying at a high price;the draw back of concentrate bidding policy of drug makes the drug price higher than drug store.So the drug price policy of government pricing hasn't been satisfied with the development of drug market.On June 1,2015,liberalizing pricing policies of drug is carried out formally.The drug price is really return to market,meanwhile,the drug price is dominated by market,the supervision of drug price can't be absolutely.The true sense of liberalizing pricing policies of drug is the regulation of market discipline,instead of the compulsory price.Markethas it own draw back,it is market failure.after the drug price return to market,the government needs to further standardize drug market,as well as supervise,adjust the production,circulation,bid,medical reimbursement policy and other aspects.So,on the premise of marketization,controlled economy theory is still used.In this paper,the related data about drug liberalizing of our country on June,2015 is analyzed,the current situation of medicine market is summarized.Relevant policy,law and the reason of distortion of drug price are all introduced.It is hoped that the legal way of standardizing drug market is got.This paper has six parts,chapter one is introduction,it includes background,goal and sense,at the same time,correlational research of influencing the drug price is summarized.Chapter two,the basic theory of drug price supervision is introduced;Chapter three,the history of drug price supervision is introduced firstly;then the current situation of medicine market,relevant policy and law are analyzed;at last,the problem and reason of drug price supervision are analyzed and researched.In chapter four,drug price supervision pattern of abroad and enlightenment of drug price supervision pattern of our country are analyzed.In chapter five,based on the previous analysis and research,the countermeasure and advice of drug price supervision of our country are put forward.The last chapter gives the summary of this paper.
