The Basic Theory Research And Application To The Judical Authentication Of Construction Quality

The judicial authentication of construction quality concerns both law and structural engineering. In order to complete the work of it, legal administrative personnel in judicial authentication institution need to be informed some necessary and basic knowledge in structural engineering on one hand. On the other hand, judicial personnel is supposed to familiar with legal knowledge that is related to authentication. Currently, judicial capacity of judicial authentication institution in China is different. It happens that people concerned suspect authentication results and require reauthentication. In consideration of this situation, corresponding laws should be passed to improve management and regulate the procedure for judicial authentication. At the same time, the personnel who perform judicial authentication should learn legal knowledge and authentication technologies constantly to perfect the quality of authentication.I have worked in judicial authentication institution thereby I could research the theory of judicial authentication based on real cases. The content of my study is showed as below:(1) Research existing problems to the judicial authentication of construction quality in China and summarize the research results of domestic scholars, which from start procedure, implementation and cross-examination.(2) Contrast judicial authentication of construction quality with normal detection. Classify judicial authentication of construction engineering. Research the procedure of judicial authentication through referencing the general rules of judicial authentication.(3) Provide reasonable authentication procedure and method through legal regulation. Program based on Excel cell function and Excel VBA function to shorten calculation time. In this thesis, rebound hammer test is taken as an example.(4) Research the judicial authentication to the damage of a office building and a plant. Introduce the details of this authentication which include site survey, data analysis, and authentication etc.Discuss the cross-examination to the case which refers to the queries from people concerned about authentication advice and the replies from institution.
