Research On The Countermeasures Of Public Security Organs Dealing With The Group Events In Chaoyang

China's social interests structures have changed with its urban and rural development, which leads to the occurrence of groups events. On the one hand, some Chinese still have strong anti-society emotions, which lead to new interests and social conflicts. On the other hand, people have strong conciousness in participating in politics and desire to express their demands. In terms of these two factors, it is difficult to improve the situation where group events happen constantly. So the government should pay full attention to group events.With an emphasis on maintaining social stability and people's property security, Chaoyang's public security organs have prevented and disposed a large number of group events around the requirements of the party committee and the government. They have made great contributions to maintaining social stability and public security in the long run. Influenced by complicated social contradictions and a variety of factors, group events in Chaoyang are sudden and high-organized, which greatly threaten social stability and affect the government's image. However, the ways of dealing with group events are regular. As long as public security organs have clear understanding of their duries and improve the methods scientifically, they will definitily improve their effectiveness. So the study on countermeasures of group events handled by public security organs in Chaoyang has vital practical significance in safeguarding social situation and social stability and building a harmonious society.Adopting literature research, case study and comparative analysis research method, this paper studies group events in Chaoyang. This paper finds that public security organs in Chaoyang have accumulated much experience and formed a working policy of finding early, contolling situation and disposing properly. They have played a significant role in keeping social stability and cracking down on illegal activities and crimes. However, there still exist some problems including the lack of effective warning, crisis estimation, safeguard equipment, and cooperation. The main reasons are the lack of foresee analysis capacity in advance, insufficient disposal ability on the scene and the lack of supporting measures afterwards. In view of the reasons and problems, this paper puts forward concrete plans on disposing group events in Chaoyang which cover beforehand prevention, process treatment and event tracking afterwards and so on. After making feasible analysis of the internal and external environments, this paper suggests that public security organs in Chaoyang should deepen reforms of economic development, perfect public management, change working style and administrate according to law to achieve the purpose of maintaining social stability.
