As an important part of Giovanni Sartori's democratic theory,the representative committee decision-making theory provides a strong foothold for Sartori's elite democratic theory conception.The study on Sartori's elite democratic decision-making theory will not only delve into Sartori's classical liberal and democratic concept,but also better review the pros and cons of the modern representative elite democracy so as to make a comparison with direct participatory democracy.This thesis will analyze Sartori's democratic decision-making theory with respect to six aspects:Introduction will focus on introducing the relevant results of domestic and foreign decision-making theories.It will start from the decision itself,and reference excellent decision-making theories to guide thesis writing.At the same time,it will clarify the elite democracy theory and anti-elite democracy theory,with a view to facilitating a detailed comparison between advantages and disadvantages of Sartori's democratic decision-making theory in later paragraphs.Meanwhile the innovation and writing method about the thesis will be put forward,indicating a reasonable writing structure.The first part discusses the classification and effect of Sartori's political decision.It divides the decision-making process into three parts according to Sartori's democratic decision-making concept,and emphasizes the main form of political decision-making,i.e.the decision-making form affecting community.The objective is to make a conclusion that a decision entails internal costs and external risks and find out the meaning of the effect brings to the decision.The second part discusses the principles embodied in the background and results of the decision with respect to Sartori's process of political decision-making.It focuses on comparing “the principle of preference intensity” with “the principle of the majority counts” during the decision-making process,accentuating the importance of preference intensity on the political decision-making.The third part discusses the construction of the primary decision-making method of Sartori's democratic decision-making theory,i.e.the constructing form of the decision-making method of the representative committee.The emphasis of this part is about the content,constitution,characteristics and working principles of Sartori's decision-making committee.As an “ideal form for decision-making”,the committee decision-making plays a vital role in Sartori's decision-making theory.Sartori's committee decision-making method is based on the elite democracy theory,with the essence of being representative democracy.The fourth part begins to discuss Sartori's “competitive polyarchy theory”.It analyzes the inappropriateness of direct democracy and referendum democracy,in order to rationalize the competitive polyarchy under the representative system.The fifth part is the conclusion of the thesis.It focuses on analyzing the feasibility and benefits of Sartori's elite democratic decision-making theory.At the same time,it pinpoints the demerits present in his decision-making structure and the impact of anti-elite democracy theory on his theory.A deeper insight into Sartori's democratic decision-making theory will be obtained by comparison.Sartori's decision-making method of elite committee safeguards the functioning of different preference intensities in the decision-making process,while taking into account of the balancing between costs and risks of the decision.Although the elite decision-making is not as perfect as the self-claiming statement,which can lead to the elite dominating while the people passively accepting,Sartori's decision-making theory,as the mainstream of the modern democratic decision-making theory,is still of great significance.
