Research In The "Elite Decision-making" Mode Of Citizen Participation

Since1949, the elite decision-making has been a significant feature of Chinese politics,Although the reform has brought tremendous changes, but the elite decision-making model has been retained. With the rapid growth of China’s economy, the various systems to further improve general awareness of citizen participation, the voice of citizen participation in public decision-making stage increasingly high. Indeed,the citizen participation played an extremely important role in the maintenance of civil rights, the protection of public interest.However, due to the limitations of traditional political culture, economic conditions, government decision-making philosophy and other factors, at this stage the level of citizen participation is low, disorder and other issues.On the basis of our longitudinal analysis stage from the founding to the present situation of citizen participation in public decision-making, trying to give ideas and methods to solve problems. This paper is divided into the following four partsThe first part is an introduction, mainly describes the significance of the topic, research methods and research ideas and possible innovations, and the citizens of the "elite decision-making" mode participation were summarized.Research review mainly include the "decision" and "citizen participation" of the concept of set, the status of research both in our country and abroad.The second part describes the main theoretical basis under the "elite decision-making" model citizen participation. Including the sovereignty of the people, governance theory, good governance theory and other theories, the theory for the research of this paper provides an important theoretical basisThe third part introduces the "elite decision-making"mode in our country citizen participation in the history of evolution.This part is mainly according to the time period,to comb the "elite decision-making" mode of our country citizen participation.Before reform and opening up as the first stage, the analysis of this phase is a typical political elites in operation, and has the characteristics of typical "mobilization". This stage of our country has undergone earth-shaking changes, to establish and perfect the system, and directed the trend of the mass democracy to reconcile. After the reform and opening up for the second stage, this stage of China’s enormous changes took place, the system can be established and improved, the elite decision mode gradually to the political elite and the intellectual elite, the economic elite cooperation pattern of evolution, the mode of co-evolution of the economic elite and mass democracy has to reconcile trend. Citizen participation in pattern from the "mobilization" to "independent".The fourth part of this article elucidates the citizen participation and reflection under the current "elite decision-making" model. Firstly, we discussed the development of China’s current citizen participation which contains expanding the scope of participation, participation in diverse ways and diversification of participation. Second, we found several problems of citizen participation from its characteristics:such as current decision system restricts the citizens’participation, citizen participation channel is not smooth, relevant laws and regulations in citizen participation is not clear, and citizens’ability to participate in "decision" is insufficient, and increasing problems such as disordered participation ways. Finally, we thought deeply of many problems existing in citizen participation and trying to dig deeply ponders the reasons behind it. From my point of view, the main reasons include the following aspects:traditional political culture weakened the ability of citizens to participate; contemporary Chinese elite decision-making model limited the scope of citizen participation; economic development level also restricts the progress of citizen participation; imperfect system restricts the development of citizen participation and so on.The fifth part is mainly on how to improve citizen participation consciousness and ability under "elite decision-making mode". I think we can promote the development of citizen participation from some aspects such as improving the political and cultural qualities, the people’s congress system, hearing system, the information disclosure system, broaden civic participation electronic network system and so on.The last part is the conclusion of the thesis, mainly makes a concluding summary and points out the shortage of the paper and the development direction in the future.
