The Grass-roots Party Organizations In Boosting Rural Governance

The Eighteenth People's Congress explicitly pointed out that:"the party's basic-level organization is to unite and lead the masses to carry out the party's theory course guidelines and policies, and is the stronghold to accomplish the party's task. So we should implement the responsibility system of the work of Party construction, strengthen the construction of party organization in rural and urban community, increase the work force of party construction of non-public economic organizations and social organization, enlarge the coverage of party organization and the work of party, give full play to promote, serve the masses, solidarity, and promote the harmonious development, and drive the other kinds of organizations based on the construction of party's basic-level organization". Since the party's basic-level organization is an important part of the superstructure of the country, if there is no good governance as a foundation, it will be easy to cause "failure" of government and market, and shake the basis of agricultural production. For a long time our country is in the structure of "big government, small society". The other main body in rural governance still exist various defects and the insufficiency in the process of participation. So we urgently need a core guider, and the core can be or must be the party's basic-level organizations. In rural governance, the party's basic-level organizations plays an important role on adjusting the interests of all parties and improve the relationship between different subjects. The paper tries to make a concrete analysis based on the example of Dejiang county, Guizhou province, and to reveal the situation and problems of the party's basic-level construction in rural governance from the sample.This research is mainly about the following several aspects. Chapter ? introduces the research background, research significance, research status at home and abroad, research contents, research methods, innovation and deficiencies of the study, and make a preliminary analysis of the framework of the paper. Chapter ? mainly discusses related concepts and theoretical basis of of the basic-level party organization in rural governance, defining the concept of governance, country governance, the subject of country governance, the party basic-level organizations and so on. It analyzes guiding significance of the polycentric governance theory, community theory, the strategic thought of the new rural construction in rural governance, and analyzes the relationship between the basic-level party organization and the rural governance. Chapter ? mainly investigates the role and situation of the basic party organizations in rural governance in Dejiang, Guizhou. It mainly discuss the problems and reasons of the rural governnance of the basic party organization in Dejiang, Guizhou. Moreover, it analyses the changes of rural power structure, the changes of the distribution of power mechanism, the old fashioned style of villagers thought pattern, the influence of transition and social development, and the party organization's own reason, which are result in problems in the rural governnance in Dejiang, Guizhou. Chapter ? puts forward related strategies to improve the role of of party organizations in rural governance, such as grasping governance principles well, strengthening the construction of the party organization, properly handling the relationship between party organization with other organizations, improving and strengthening the management content and skills of party organization.
