Research On Town Elderly Home-Based Care Social Suppory Issues In China

At the beginning of twenty-first Century, our country has run into the aging society. At present, our country is in the fast aging stage. Population aging has become a normal and basic national conditions. As the only one in the world, more than one hundred million of the elderly population, actively respond to the aging of the population has become a national strategy. It is necessary to solve the problems of the elderly service supply under the dual contradiction of "old before getting rich" and "old before getting ready". Home- based care,which has a comprehensive advantage, has been welcomed by all walks of Life and has been vigorously developed in the country. China's home-based care for the elderly is still in the stage of exploration and practice, and the development is not balanced in all parts of the country.In this paper, the social support theory as the research perspective, the research studies the status quo of town elderly home-based care development in street C, L County, a mountain district, in Shandong Province. Based on the analysis of the four characteristics which home-based care support should have, the author found that town elderly in the L county showed the characteristics of "four high and one Low", and home-based care support work experience and problems coexist. The present home-based care support development difficulties mainly caused by:not really the formation of diversified support, operating efficiency of the system is not high, the Limited spaces and the narrowing service, the personnel construction of the elderly service is shortage etc. And then put forward countermeasures such as the reasonable division of Labor between the formal and informal support, and earnestly fulfill responsibilities, strengthen the coordination role of Aging Committee, strengthen the coordination of the old sector involved, improve operational efficiency of management system, enhance the capacity of community governance, revitalize the existing stock of space resources, promote the construction of public service facilities for home-based care service, create home-based care community service network, carry out comprehensive home-based care services, develop home-based care service ranks through the management personnel professionaLization, service personnel occupation, volunteers socialization etc.
