A Comparative Study On Home-based Elderly Care Services Between Sweden And China

Since the 1980s,population aging has gradually become a major issue that has plagued the social and economic development of many countries around the world.Sweden,as the most aging country in the EU,and China,as the world's most populous country,are both currently facing a huge pension pressure while the traditional family care model and institutional care model are confronted with many drawbacks,making it even harder to meet the needs of their aging population.Based on the analysis through literature review,observation and interview,the author demonstrates the policies,specific contents and implementation of home-based elderly care service both in Sweden and China and makes comparisons between them.As "the window of welfare states",Sweden has long conducted a universal and comprehensive high-quality welfare policy.The home-based care model has developed rapidly in Sweden since the 1980s and tried market-oriented reform.In China,the family care model has been China's major elderly care model for a long time.Since the beginning of twenty-first century,the Chinese government vigorously started to support the community home-based elderly care model.At present,most home-based elderly care services are funded by the local civil affairs departments.Non-governmental organizations or groups provide home care services through the project bidding.The demonstration and comparison of specific aspects of home-based elderly care service in Sweden and China are the main focus of this paper.The author chooses elderly-oriented home adaption,in-home care and elderly group dwelling as major aspects to demonstrate.Home adaption mainly includes interior and public space adaption.Sweden has established a relatively well-developed home adaption system while China is still in the stage of exploration and designing.In-home care comprises of daily life care and community day care center.Compared with the comprehensive care system in Sweden,China has concentrated on indoor daily care so that large quantities of communities in China either haven't yet built day care centers or have faced the problems such as idle equipment and waste of resources.Group dwelling for the elderly in Sweden is financed by the Swedish government,which is constructed in the urban area with professional service staff.The elderly could move in after paying a small amount of rent.By contrast,group dwelling for the elderly in China is constructed in suburbs and sold expensively by real estate companies,making it difficult for ordinary people to live in.In addition,the author also makes comparison into the application,execution,supervision and evaluation of home-based elderly care services between Sweden and China,and put forward suggestions for the improvement in China including clarifying the responsibilities of the main bodies of the service,distinguishing services between different areas,recruiting professional personnel and paying attention to the psychological health of the elderly.In summary,the current home-based elderly care services in Sweden has been fairly advanced from policy support to the application,implementation,supervision and evaluation of the services.Nevertheless,the home-based elderly care service system in China is far from perfect,which should not only learn from Sweden's successful experience,but also combine with our own conditions to build a localized service system for the well-being of the elderly and our whole society.
