As the development of society and the limitation of government's function, the role of voluntary organization in society becomes increasingly more and more important which made a great progress compared to previous. The voluntary organization has the characteristics of civil, voluntary, non-profit and autonomous, it not only meets the growing social needs of the public, and broadens the channels for the public to participate in social management, but also spares government enough time to reform the management system and innovate the method of social governance. Although Chinese voluntary organization achieved great progress than before, there is still a certain gap between China and the western countries. One of the big issues is the development pattern of voluntary organization. In China, the development of voluntary organization is regularly accompanied with political tendency, and this problem usually caused by a variety of reasons. Therefore, figuring out the these causes and obstacles seems to be especially crucial. For this reason, it has been raised an academic discussion on the relationship between the voluntary organization and the government. The Q voluntary organization has over ten thousands volunteers which once only has a dozen people. It plays the leading role in the volunteer service field and has become the model of voluntary organization for G city. Besides, Its development pattern has also been imitated and respected by other areas. On this subject, this paper use the methods of the participatory observation and in-depth interview to make qualitative research on Q voluntary organization. The research results indicate that during the developing process, the Q voluntary organization has successfully avoided the traditional perspective that the non-profit organizations need to move towards autonomy and separate from the government. In face of the dual constraints of the system and resource, it tried hard in practice to explore innovation and finally formed a unique independent path. At the same time of enhancing the development of autonomy, keeping a good relationship with the government as well. Thereby, it helps to win a great opportunity for its independent development. Generally speaking, this innovative development pattern of Q voluntary organization is of great reference value for other voluntary organizations in China.
