Research On Volunteer Service Issues Of Huizhou In Perspective Of Voluntary Failure Theory

As China’s voluntary service has rapidly developed in recent years, the development of voluntary service has actively promoted social environment and social culture, and meanwhile has acted as a remedy for some social issues caused by government failure. The Theory of Voluntary Failure by Lester M. Salamon, an American Scholar, states that the voluntary service organizations would also undergo failure, and it points out the universal problems existing in voluntary service organizations: insufficiency of charity, particularism in charity, paternalistic charity, and amateurism in charity. With the rapid development of economical and social construction in Huizhou, voluntary service in Huizhou has earned the general public’s warm welcome and experienced a satisfyingly remarkable development. However, there inevitably exist a series of problems, for example, inadequate funds, unscientific activities, lack of professionalism in voluntary service, and low stability of volunteers, etc. Therefore, this essay aims to analyze the reasons of voluntary failure in Huizhou, to find out relevant solutions, to contribute to the management and the development of voluntary service in Huizhou.The research set the development issue of voluntary service in Huizhou as the target. Based on Salamon’s Theory of Voluntary Failure, it analyzes voluntary service in Huizhou with the methods of data studies, questionnaire, and interviews. Firstly, it deeply analyzes the significance of voluntary service in Huizhou’s social development based on the domestic and overseas theories from the books, periodicals, dissertations and governmental documents home and abroad. Secondly, it provides a detailed introduction to the status quo of voluntary service in Huizhou, including the history of voluntary service’s development, organizational structure of at the present stage, personnel structure of volunteers, the service, and the features of service. It summarizes the problems of voluntary failure in the development of voluntary service based on questionnaire and interviews. Lastly, after analyzing the problems of voluntary failure in the development of voluntary service in Huizhou, integrating the experience from different cities and countries with the local situation, it puts forward suggestions to improve the voluntary service in Huizhou: enhance financial support of voluntary service, improve the reasonableness of voluntary activities, boost professionalism in voluntary service, build up regular stimulating system in voluntary service, and cultivate philosophy of voluntary service.
