Research On Hangzhou's Petition Work Of Community

Petition work as a critical means to resolve the internal contradictions among the people is an important work in the government management process. During the comprehensive reform and opening, with the acceleration of the development scale and speed, as well as the imperfection of the relevant mechanism, a blend of demands from different interest groups was formed, which becomes an important factor affecting social harmony and stability. How to resolve mass conflicts through the optimization of petition work, creating a stable and harmonious environment for the development, is now a reality problem for Petition departments at all levels and needs to be solved immediately. Community as the cell of the city, responsible for various public services and small domestic affairs closely related to residents, has now become an important place where the petitions occurred. Petitions related to community management are closely associated wit h the interest of the community residents, and ranks high in terms of both absolute number and relative ratio in all kinds of petitions. Therefore, it is now become a possible work direction to reduce the number of petitions and resolve grassroots contradiction through the optimization of community management and improving of community management skill.First from the petition work's development history, this thesis investigated and summarized the domestic and foreign petition work through literature study. By analysis of community related petitions accepted through the Hangzhou Mayor's hotline which is one of the most important ways to submit petitions, comparative study, chart analysis, as well as observational study were performed, which shows a large amo unt of petitions are accepted through the mayor's hotline and a big portion of them are indeed duplicate. The necessity to improve the management of community petition work, the specialty of community management as well as its existing problem and root cause are then analyzed and illustrated. The possibility of strengthening and improving the community's petition work was discussed through the SWOT analysis. Finally, by combination of community management and petition work, we propose the community manageme nt should be enhanced by strengthening the community petition forces and increasing its professional level, improving the community petition coexistence mechanism and ability to quickly resolve the petition by law, as well as promotion of reducing manageme nt burden during the petition work and make sure petition work can be carried out without any burdens. Through improvement of community management, hope the number of skip- level petitions can be reduced and social contradiction can be resolved at the grassroots level. The correctness, necessity and possibility of previous illustrations were proved again by theoretically analyzing Hangzhou's petition improvement through enhancement of community management. The purpose of this study is not to reduce the numbe r of petitions filed, but to more efficiently reduce unnecessary events caused by petition work. Thereby to significantly boost Hangzhou's overall petition work capability through improvement of community management.
