Research On The Petition Problems Of Qian’an City

Petition work as a kind of public demands expression method with Chinese characteristics has always played a role of positive energy in the matter of maintaining close contact with the masses, reflecting the public opinion, meaning mediate a dispute and appeasing conflict, developing the socialist democracy and supervision, etc. To gain a correct view of the current reporting work of new situation and problem of the petition work, try to strive to explore the countermeasures of Qian’an City’s petition work are of great significance in promoting the construction of a socialist harmonious society and realizing China Dream.Petitoin work is a bridge between government and citizens. It has a unique stable social function, especially in dealing with a matter of people’s vital interests, dissolving the sensitivity on the question of social contradictions. Since the 18 th Congress of China’s Communist Party, series of reforms taken place in Qian’an City, and it reliminary improved of the passive to active in the working situation. However, several problems indwell in Qian’an City’s petition work, such as the total amount of petition work circuitous rises, hot complaints are relatively concentrated, collective petitions and abnormal petitions seriously exist, and petitioners do some extreme activities. These cause troubles in Qian’an City’s petition work. Not only social and historical reasons but petition work mechanism reasons and subject aspects reasons lead troubles in petition work. From the view of government working, the main reasons are as follows: the basic operation mechanism is not smooth, the job security mechanism is not perfect, the entertainment and visiting petition work mechanisms are not sound. In order to effectively solve the problems faced by Qian’an City, it has to pay attention to prevention and risk assessment, smooth the channels of petition letters, create various carriers of petition work, and strengthen petition work legislation.This paper guided by the dialectical materialism and historical materialism, and it takes several research methods by absorbing the knowledge of sociology, political science, law, and psychology. It uses comprehensive application of public management and real work, and takes the literature research method, survey method, case analysis method to draw a solution of Qian’an City’s petition work.
