The Research Of The Method And Strategy Of Preliminary Investigation On Anti-Corruption Clues

Duty crime preliminary investigation procedure is a kind of typical criminal procedure that had practical needs and practice before relevant provisions was developed. Because of the lag and imperfect of the legal provisions for the procedure, there were great controversies among many scholars about investigation procedure concept, legal status and so on. Many scholars have written many papers around the controversies, but few focused on how to use preliminary investigation procedure in the practice of duty crime. I think that the anti-corruption departments have more job on the preliminary investigation than other departments, so study the practice of anti-corruption of preliminary investigation procedure is necessary for the development and perfection of preliminary investigation procedure.I have worked on the anti-corruption investigation departments for 4 years and have a certain understanding of the anti-corruption preliminary investigation practice. I hope that in the paper writing, I could focus on the practical application of anti-corruption preliminary investigation method and strategy with the use of comparative, interpretative and exemplificative ways, and discuss them clearly. What I discuss could give great help for the anti-corruption preliminary investigation practice and further development of the preliminary investigation procedure of duty crime.In this paper, except the introduction and conclusion, is divided into four parts: the first part introduces the evolution of preliminary investigation of duty crime, corruption investigation procedure concept, characteristics and demonstrates its importance in practice; the second part analyzes practice use of methods of preliminary investigation through three part that is the clues and information analysis, the use of the means of preliminary investigation; the third part summarizes and analyzes anti-corruption preliminary investigation strategy and its use in practice; the fourth part is to put forward to the solutions on the problems of using the anti-corruption preliminary investigation method and strategy.
