Along with the growing complexity of social transformation, all kinds of unstable factors are increasing, in recent years, sudden public events happened frequently in our country. As one of the main source of government information, the government how to adjust the use of rhetorical strategies is critical. Choosing the right rhetoric value conception in the process of the government information release can not only enhance the rhetorical authority of government organization, but can promote healthy communication among the media and the pubic in a large extent, which is more conductive to the settlement of the crisis. Appropriate rhetorical expressions can effectively guide public opinion, improving the quality and effect of the government crisis management, effectively controlling adverse effects, shaping the positive government image, in order to gain public trust, all of these have significant importance to enhance the government credibility.This article embarks from the process of dissemination and communication link in the crisis management, through case analysis method, rhetorical criticism method, media content analysis method, from the intervention of rhetoric, combine the rhetorical knowledge, rhetoric analysis and discourse analysis together. From the following five aspects:the rhetoric context and difficulties in public emergency in our country, the core elements of emergency situation, the crisis rhetoric strategy research, the core crisis rhetoric discourse research and the government information crisis rhetoric strategy to make the paper into details. This is the analysis of language skills from the perspective of rhetoric, establishing an enlightening and guiding significance of the government organization to cope with public emergency and establish a good image.
