The ethnic separatist movement in Indonesia has been plagued by a multi-ethnic republic, which is one of the major obstacles to national development. The paper takes Papua separatist movement for example, in which the ethnic political integration policy of Habibi period(from May in 1999 to October in 1999) is started and the Papua separatist movement is an analysis to seek the solutions of the ethnic separatist movement problems.This paper is divided into five parts.The first part is about the concept and the connotation of the inter-ethnic political integration. Ethnic politics is a core proposition in national politics. The concept of the inter-ethnic political integration is based on the concept of the political integration and is linked to the inter-ethnic relations, which forms a unique conceptual and analytical tool of the inter-ethnic political integration.The second part is about the separatist movement in Papua region. As a place of Papua region forms a particular political landscape between as the central of the Indonesian Republic a place of Habbie than the government's national policy of conciliation and disciple Papua linary measures, aimed at the interests of the game analysis on the problems of Papua separatist forces and the central government. This paper mainly starts from the benefit game and cultural conflict between the Papua region and the central government and analyze the root of separatism in Papua region.The third part analyses the Habibie government inter-ethnic political integration policies to reconciliatory measures, which focuses on analysing the measures of economic policy tilt of Habibie government, democratic political reforms and multicultural advocacy initiatives and so on.The fourth part analyses the disciplinary measures against separatist forces that Habibie government has implemented. This part mainly analyses the special performance of the three bills of “Anti-Subversion Law” “NO.39 Bill of Rights” and the “National Crisis Response Bill” in the inter-ethnic integration.The fifth part argues the way to resolve Papua separatist option. This paper argues that the identity between Papuans and the mainstream society should be constructed. It is necessary to establish a long-term trust mechanism, to develop multiculturalism and carry out an active foreign policy. Only in a multi-channel and all-round way to deal with ethnic issues, we can solve the ethnic separatism effectively.
