Whether the party's grass-roots organization is strong and powerful or not, it is directly related to the party's vigor, wax and wane, and ruling status. At present, with the "four comprehensive" strategic deployment and the battle to complete poverty alleviation precisely, how to further strengthen the construction of the rural grass-roots party organizations in order to implement their political leading function and service function, speed up the pace of precise accuracy for poverty alleviation and ensure to build a well-off society in an all-round way in 2020, has become a very urgent problem and task.
