Research On The Governmental Responsibility Of Social Assistance And Its Border

Social assistance is the most ancient regulation of the social security systems, and also an indispensable part of the world's national social security systems.As the basic arrangement for the social security system, the social assistance is aimed at maintaining social fairness and guaranteeing the vulnerable groups' basic life. So the social assistance is also called society's "last safety net". Since the reform and opening up, with the rapid economic and social development, the human rights issue, especially the citizens' right to life, gets more and more people's attention. The impeccable social assistance system protects the citizens'right to life and is also conducive to the maintenance about security and stability of the whole society. In recent years?the social assistance system has got great achievements, but problems are also exited. For example, the value which the government pays to the social assistance is biased, the scope of the governmental responsibility to the social assistance is not clear, and the legislation of social assistance lags behind. Therefore, the responsibility of the government should be built in the field of social assistance, which requires us to conduct the research abdut the responsibility of the government and to make a breakthrough in the creation of some innovation systems. So it is necessary and urgent to conduct the research about the responsibility of the government.This paper is divided into four parts:the first part provides an overview about the social assistance of government responsibility, analyzes the subject, content and consequences, highlights the inevitability that the government is the main body of the social assistance, and gives a detail analysis about the relationship between the government and social forces. The second part deeply describes the current situation about social assistance of government responsibility. Achievements and problems are both existed. In order to do a comprehensive definition, the third and the fourth part of the paper respectively analyzes the border of the government responsibility in social assistance from the macro and micro aspects. Through the macro level, under the principles that taking into account the fairness and efficiency and adapting the socio-economic development, the social assistance of government responsibility is to establish and improve relevant regulations and institutional mechanisms. Through the micro level, the paper gives a detailed analysis about the division about all levels of government in social assistance. The paper also describes the administrative responsibility of the government, such as the financial responsibility, the responsibility of implementation and monitoring, the responsibility of guiding the social forces and the responsibility of publicizing.I believe that the government should play a dominant role about the responsibility of social assistance. In order to resolve the problems about social assistance, the government should make a difference. The government should establish an idea that people have the rights to maintain their life and acquire the development. Acquiring the assistance from the government is a fundamental right of citizens. As long as the citizens meet the conditions of rescuing, everyone should have the right of assistance. The government should develop or promote the development of appropriate laws and regulations, improve the legal system of social assistance. Meanwhile, in order to promote social assistance career smoothly, the government should improve relevant mechanism of social assistance, such as the interactive mechanism to promote employment and social assistance, urban and rural mechanisms of social assistance, network information systems of social assistance, the service mechanism of social assistance and non-material assistance mechanisms. In addition, the government should fully use its functions and undertake the financial responsibility, the responsibility of implementation and monitoring, the responsibility of guiding the social forces and the responsibility of publicizing.
